Open JMeter's Plugins Manager (Options > Plugins Manager), find "XML Plugins" on the Available Plugins tab and click Apply Changes and Restart JMeter. From the command line, run "./PluginsManagerCMD.sh install jpgc-xml" (or "PluginsManagerCMD.bat install jpgc-xml" on Windows) in your JMeter bin directory. The plugin ID is jpgc-xml.
