Open JMeter's Plugins Manager (Options > Plugins Manager), find "Command-Line Graph Plotting Tool" on the Available Plugins tab and click Apply Changes and Restart JMeter. From the command line, run "./PluginsManagerCMD.sh install jpgc-cmd" (or "PluginsManagerCMD.bat install jpgc-cmd" on Windows) in your JMeter bin directory. The plugin ID is jpgc-cmd.
