Open JMeter's Plugins Manager (Options > Plugins Manager), find "Prometheus Listener Plugin" on the Available Plugins tab and click Apply Changes and Restart JMeter. From the command line, run "./PluginsManagerCMD.sh install jmeter-prometheus" (or "PluginsManagerCMD.bat install jmeter-prometheus" on Windows) in your JMeter bin directory.
