Open JMeter's Plugins Manager (Options > Plugins Manager), find "Custom SOAP Sampler" on the Available Plugins tab and click Apply Changes and Restart JMeter. From the command line, run "./PluginsManagerCMD.sh install custom-soap" (or "PluginsManagerCMD.bat install custom-soap" on Windows) in your JMeter bin directory. The plugin ID is custom-soap.
