Open JMeter's Plugins Manager (Options > Plugins Manager), find "BlazeMeter Step-by-step Debugger" on the Available Plugins tab and click Apply Changes and Restart JMeter. From the command line, run "./PluginsManagerCMD.sh install blazemeter-debugger" (or "PluginsManagerCMD.bat install blazemeter-debugger" on Windows) in your JMeter bin directory. The plugin ID is blazemeter-debugger.
